MUSST was formed to contribute to enhancing the quality of the Malaysian work-force by specialising in enhancing the personal quality of Malay students in the UK.
To enhance personal quality, MUSST works on a ‘grass-roots’ level. MUSST therefore adopts a ‘waterfall’ roll-out strategy as opposed to a ‘sprinkler’ roll-out strategy.
This means that MUSST aims to create an example city that reflects the MUSST paradigm and only after successful implementation will the MUSST paradigm be extended to other cities of high Malay student population.
The ‘waterfall’ strategy is favoured as opposed to the ‘sprinkler’ strategy (attempting to implement the MUSST paradigm nationwide simultaneously) as MUSST understands it takes a lot of time, effort and resources to establish the MUSST paradigm within a city. MUSST therefore prefers to ensure that the local demand is met where a high number of MUSST members reside before expansion into other cities begins.
The MUSST roll-out strategy for expansion is based upon 3 steps: 1. Forming the engine, 2. Expanding the engine, 3. Forming more engines.
- Forming the engine
Once a few individuals within a city are interested in achieving the MUSST paradigm, they can form themselves into an engine for that city. They exchange ideas constantly amongst themselves in order to purify their understanding of how they can make the most of their stay in Britain and how they can encourage others to do the same. The engine begins to devise a strategy on developing themselves and assisting the development of others.
- Expanding the engine
Members of the engine will naturally interact with others from outside of the engine sparking interest for more people wanting to join the engine or to keep close to the engine in order to benefit from them. The engine will therefore begin to expand and begin to encourage others towards enhancing their personal development. Throughout the activities and ideas that the engine spreads, the Malay community begin to actively develop themselves and make the most out of their stay in Britain.
- Forming more engines
Naturally, Malay students from other cities will hear about the established engines and some will desire to follow suit. With the support of the current engines and committee members, a new engine in the new city can be formed and developed.
Once a few engines across Britain are formed, the prevalent thought within the Malay community will begin to include what MUSST aims to achieve i.e. to encourage Malay students to make the most of their stay in the UK and Ireland. The ideas of the MUSST paradigm can even transgress to the students before they have even begun to study in Britain.
Practically Speaking, What Does This Mean?
The starting point of MUSST is in Nottingham and Sheffield. This is simply due to the fact that the founding members of MUSST reside or studied in these 2 cities therefore the influence is naturally stronger.
MUSST aims to firstly establish itself within Nottingham and Sheffield to ensure that the engine is strong in both cities and therefore become capable of sustaining the MUSST paradigm in these 2 cities.
Once the MUSST paradigm begins to become accepted in Nottingham and Sheffield, MUSST hopes that it can be seen as model examples to other cities with high Malay student population and therefore the MUSST paradigm expands. This will contribute to achieving the overall objective of enhancing the personal quality of the Malay student community throughout Britain.

Adding Value to Malaysia
As those who have been influenced by the MUSST paradigm return to Malaysia, the MUSST ideas will naturally transgress throughout Malaysian society. This therefore contributes to enhancing the development of Malaysian society.
MERC (Malaysian Education Research Committee) is a body based in Malaysia that acts as an amplifier of the MUSST paradigm to disperse the MUSST ideas throughout the Malaysian education system. MERC works for the benefit of the Malaysian education system as a whole as opposed to specialising in assisting the Malays.
